摘 要:针对传统的流域初始水权分配中存在的问题,提出将初始水权分配中的各利益相关群体引入到分配决策中来,以多利益相关主体参与的群体决策替代传统的水资源配置中单纯地"技术经济寻优",有利于减少初始水权分配中的矛盾和冲突。借鉴钱学森提出的解决复杂性巨系统问题的综合集成理论,构建了流域初始水权分配群决策的平台——流域初始水权分配综合集成研讨厅,并在此基础上讨论了初始水权分配群决策的有关模型。实例分析的结果表明,本文提出的理论是可行的,并且有利于提高多利益主体对初始水权分配的综合满意度。In accordance with the problems in the traditional initial water fights allocation in water basin, the article proposed that multistakeholders should take part in the decision of allocation. Group decision, based on multi-stakeholders cooperation, is suggested taking place of the single decision based on "technical and economie optimization" in traditional water resources allocation and it is useful to decrease the conflict in water rights allocation. Leaming from the theory of Meta-synthetie to solve complex huge system proposed by Qian Xuesen, a platform for group decision of initial water rights-Hall for Workshop of Meta-synthetic Engineering (HWMSE) is designed. The group decisionmaking model of initial water rights allocation is discussed based on HWMSE. The result of an example shows that the theory of this article is feasible and the degree of satisfaction can be improved for multi-stakeholders in initial water rights allocation.
