摘　　要：生态系统服务付费作为一种将外在的、非市场环境价值转化为当地参与者提供生态服务(ES)的财政激励机制而备受世界关注,目前已成为生态经济学研究的前沿领域与热点问题之一。本文在概括介绍生态系统服务付费的内涵,阐释其基本思想的基础上,提出了生态系统服务付费的研究框架,指出生态系统服务付费研究应关注所提供的生态服务、外溢影响范围、利益攸关方、支付系统、项目效率等维度,其中确定所提供的生态服务是实施生态系统服务付费的基础和前提,外部性的溢出范围是确定生态系统服务付费成本的最重要变量,支付系统是建立生态系统服务付费机制的关键。利用国内外案例,对生态系统服务付费研究的主要维度进行了梳理和总结,对比分析了使用者付费与政府付费生态系统服务付费项目的差异。最后,讨论分析了生态系统服务付费研究中需要进一步完善的问题。Payments for environmental services（PKS） have attracted increasing interests as a mechanism to translate external, non-market values of the environment into real financial incentives for local actors to provide environmental services（ES）. Therefore, PES have been becoming one of the frontiers and hot issues of ecological economics. Based on the brief introduction to the conception and the basic idea of PES, the authors firstly identify the international analysis framework of PES in detail. The framework is composed by the environment service supply, the influence range of environment service, the stakeholders, the payment system and the efficiency of PES. Determining the environment service supply is the basis and premise of putting PES into effect; the influence range of environment service is the most important variable of determining the PES cost; payment system is the key to found the PES mechanism. Using the cases of foreign countries, the authors conduct an in-depth analysis on the main dimensions and compare the differences between the user-financed program and the governmentfinanced program. In the end, some potential improvements of the payments for environmental services are pointed out.
