摘　　要：当前农民日益增长的公共服务需求与公共服务总体供给不足、质量低下,已成为制约农村发展的主要矛盾。本文从政府视角出发,在建立决策机制、供给机制和监督机制基础上,构建了同时兼顾民主、效率和公平的新型农村公共服务体系。At present, what between the farmers growing demand and the overall supply and poor quality for public services of rural development has become the principal contradiction. According to the government＇s perspective and based on the establishment of the decision-making mechanism, the supply mechanism and a supervisory mechanism this article put forward a democracy, efficiency and equity of rural public service system.
