演进式理性设计与东北亚安全机制的创设

摘　　要：目前,有关东北亚安全机制的讨论缺乏从国际机制设计的角度来对之进行考察。现有研究往往人为地割裂国际机制创设的历史演进和理性设计方法,学界应当对其加以综合进而发展出更为全面的国际机制创设的理解。作者提出的演进式理性设计方法认为,国际机制的创设是通过对历史演进背景中"机遇之窗"的把握,从而对国际机制加以理性设计,进而最终导致新的国际机制的诞生。国际机制的创设具有两个重要组成部分:其一,如何识别其历史演进背景及其机遇之窗。其二,在此基础上对国际机制予以理性的设计,包括如何处理历史遗产、如何应对当前的危机、如何设计机制本身以及如何使机制能有效应对未来的挑战。理性演进设计方法为东北亚安全机制的创设提供了一个崭新的视角,有助于提出一项更为全面的东北亚安全机制创设战略。Current studies regarding the Northeast Asian Security Regime tend to separate the rational design and historical evolutionary approaches in terms of institutional creation. This paper puts forth an evolutionary rational design angle of approach and argues that the creation of an international institution is a matter of taking the window of opportunity in a historical context and then using rationality to begin designing the institution. The creation of international institutions involves two important tasks: identifying the aforementioned window of opportunity in a historical context then designing it rationally; dealing with historical heritages, resolving current crises, designing a rational institution, and setting down a precedent to make future challenges easier to meet effectively. This evolutionary rational design plan provides a completely new perspective and will aid in raising a more comprehensive strategy regarding the creation of a Northeast Asian Security Regime.
