摘　　要：为了更好地认识和发展现时期的农村体育,以农村为基础的小城镇居民非体育参与者为研究对象,采用文献资料、问卷调查、数理统计等研究方法,从非体育参与者的性别、年龄、职业、收入水平、学历视角和传统文化影响等方面分析其制约因素,从主、客观方面提出要减少农村非体育人口,应以小城镇社区为载体,政府部门宏观调控,建立社区体育机构,加强社会组织管理,扩大体育基础设施投入,多方培育体育主体力量等建议。To know and develop current rural sports, the paper studied non-sports participants of rural-based small towns residents by adopting the methods of documentary materials, questionnaire, mathematical statistics, etc. , and analyzed the restrictive factors from the sex, age, profession, income, acamedic credentials and traditional culture of non-sports participants. The paper also pointed out suggestions for reducing the rural non-sports participants： establishing community sports institutions, enhancing social management, investing more in sports infrastructure and fostering sports main body on the basis of government＇s macro-control.
