摘　　要：反兴奋剂是一项长久而艰巨的任务,反兴奋剂体系应由教育、法制、监督、科研诸要素组成,以教育为基础,以法制为根本,以监督为关键,以科学技术为先导,加强国际交流与合作。要把教育、法制、监督、科研统一于反兴奋剂的全过程,并重并举,这样才能构建坚实的反兴奋剂体系,才能有效地遏制兴奋剂的蔓延。Anti - doping is a long and hard working and the anti - doping system should be consisted of education, legal system, inspector general and scientific research. Taking the education as a foundation, the legal system as the basis, the surveillance as a key, the science and technology as the forerunner, we should strengthen the international exchange and cooperation. The education, the legal system, the inspector general, the scientific re- search should be unified in the anti -doping entire process, pays equal attention to develop simultaneously, like this can construct the solid anti -doping system, can the effective containment stimulant spread.
