民意表达与政府回应的决策机制构建——厦门PX事件引发的思考

摘　　要：民意的充分表达是实现政府决策民主化和科学化的重要前提,也是社会主义民主政治建设得以顺利推进的必然要求。当前部分地方政府决策者"以人为本"决策观念的淡薄,导致政府决策中民意表达的严重缺失;关于民意表达的相关法律和制度的缺失,导致民意表达的组织化、法定化程度低;政府公共决策回应机制的不健全,导致政府与公民之间沟通渠道不畅。因此,地方政府官员必须树立科学决策观念,积极引导公众参与公共政策的制定;必须进一步建立和完善政府决策中关于民意表达的相关法律和制度;必须建立有效的公共决策回应机制,从而确保政府决策的民主化和科学化。The adequate expression of public opinion and the realization of public appeal are the premise to realize the scientization and democratization of the decision - making, are the inevitable demand to propel smoothly the construction of socialist democratic politics. Local government decision - makers are poor in the ＂people - oriented＂ concept of the decision - making, leading to serious deficiencies in the expression of public opinion ; The deficiencies of laws and institutions related to expression of public opinion in government＇ s decision - making results in the lowness of organized and statutory expression of public opinion; Inadequate response mechanism of the government＇ s public policy - making results in the poor communication between the governments and the citizens. Therefore, local government＇ s officials must change the traditional concept of decision - making and actively guide the public participation in the government＇ s decision - making ; The local governments need to lay down the relevant laws and institutions of the expression of public opinion; At last,the governments should establish an effective response mechanism of public decision - making to ensure the scientization and democratization of the decision - making.
