促进农村剩余劳动力移居的思路与措施

摘　　要：在中国经济取得举世瞩目成就的众多因素中,不容忽视的是"农村剩余劳动力在城乡之间流动的作用"。文章在分析农村剩余劳动力流动内因和影响因素的基础上提出促进农村剩余劳动力移居的思路,在建立全民最低生存保障基础上,修改《农村土地承包法》中关于"农民与土地的关系",以促进农村人口迁移。并大胆提出采用"国家购买集体土地使用权"和"以土地使用权换养老金"彻底解决"三农"问题的措施。The important function of surplus rural labors＇ flowing between cites and countryside can not be ignored when we mentioned the significant achievement of Chinese economy all over the world. Some possible factors of surplus rural labors＇ flowing were mentioned and analyzed, then some suggestions about how to promote and speed the move of surplus rural labors into towns and cities, especially those capable rural labors, were put forward. Above all, In order to accelerate the move of peasants, the items on the relation between farms and land should be modified in the contract law of country land, basing on the setup of lowest survival ensure system. We take upon ourselves to put forwards some countermeasures to solve thoroughly the problem of ＂Peasants, Rural and Agriculture＂ The first measure is that country purchase the usufruct of rural land in order to make the farmer pleasant to surrender their land. The second measure is that farmers can get retirement pension by change their usufruct of arable land in order to set the farmers＇ heart at rest.
