摘　　要：电力普遍服务作为一种政府性的公共行为,旨在保证每一位公民均能获得安全稳定和充足的电力供应,应站在全社会的角度去衡量普遍服务的社会价值。文章运用数据包络分析(data envelopment analysis,DEA)方法对电力普遍服务实施效率进行评价,并利用协调发展理论对电力普遍服务与区域经济协调发展的程度进行分析,在此基础上对电力普遍服务的社会价值进行综合评价,为制定普遍服务的实施标准提供理论基础。As a public behavior of government, the electric power universal service aims to provide every citizen secure, stable and abundant power supply, thus the social value of universal service should be evaluated in the standing point of the whole society. By use of data envelopment analysis （DEA）, the implementation efficiency of electric power universal service is assessed, and according to coordinated development theory the coordinated development extent of electric power universal service and regional economy are analyzed, On this basis the social value of electric power universal service is comprehensively evaluated to offer theoretical foundation for drafting an implementation Standard of universal service.
