国外语言传播的政策、法律及其措施刍议

摘　　要：本文通过对英国、日本等八国语言传播政策、法律的第一手资料(尤其是传播工作新动态)的把握,指出相关的政策法律既包括柔性的专题报告、对外援助项目,也包括刚性的法律、法规。各国采取的相应措施有二:一是对内加强管理和监督,如在本国语言传播机构的人事任免和财务审计方面掌握一定的决定权;二是对外扩大交流,如建立海外基础教育机构,加强与国际或区域性组织的合作。Drawing on firsthand material of the eight countries＇ language spread policies and laws, especially the recent trend in their language spread work, this paper indicates that related policies and laws include both flexible aspects, like specialized reports to other nations, and rigid aspects, like legislations and regulations. The generally adopted by those nations management and monitoring, such cover two aspects： on the one hand as taking authority of personnel and aid projects related measures strengthening domestic control and finance auditing in national language spread institutions ; on the other hand expanding the extent of international communication, such as establishing overseas educational organizations, promoting cooperation with international institutions, and so on.
