摘　　要：本文以甘肃14个少数民族国扶贫困县为研究对象,重点考查了经济增长、产业结构变动对贫困人口数量和收入的影响。研究结果表明,西部少数民族地区的扶贫不应只强调市场机制下的宏观扶贫效应,而应采用政府直接干预的方法,通过特殊的扶贫措施,才能实现真正扶贫。Taking 14 poor minority counties subjects, the paper focuses on impact of the that receive relief from the state in Gansu Province as researching changes of economic growth and industrial structure on number of poor people and their income. The research shows that we should not only stress macro effect of poverty relief under market mechanism in helping poor people in minority area of west China, but also give more play to direct government intervention, adopting specific poverty alleviating measures and thus helping the poor.
