摘　　要：随着网络与计算机技术、多媒体以及图像处理迅速发展,视频监控技术取得了长足的发展。特别是在住宅、社区的安防领域,起到了重要作用。现在3G网络正在建设中,能直接观看视频的智能手机也较为普遍,但是面对无线网络环境其带宽小、网络状况不稳定等特点,直接使用传送视频流的方式来实现视频监控还需要考虑很多因素。本系统则是以传送视频帧的方式代替传送视频流的方式实现了视频监控的功能,相对于视频流数据,一幅幅的视频图片其数据量要小很多,能更好的适应无线网络环境。With the rapid development of network, computer technology, multi-media technology and image process, the technology for video surveillance develops quickly. Especially in the field of security of residence and community. Although the 3rd generation network is under construction and intelligent mobile prevails, it needs to consider many factors to carry out video surveillance through the way of transmitting video stream, such as the limited bandwidth and unstable network status. The system uses the way of transmitting video frame to achieve its purpose instead of transmitting video stream. Because the video frame contains less data than video stream, it could adapt well to wireless network environment.
