宁夏扬黄新灌区开发建设与可持续发展

摘　　要：探讨宁夏中部扬黄新灌区的可持续发展问题，分析其开发建设所形成的人工绿洲生态经济系统比原先的草场生态经济系统或旱作农业生态经济系统具有远为优良的经济效应、社会效应和生态效应，指出这些灌区要实现可持续发展，必须解决好以下重大问题：可持续农业及其产业化，生态保护和污染防治，人口控制与社区建设．还讨论了建立新灌区可持续发展监测调控体系的框架及其指标体系设计问题．The new lift irrigational areas(3 existing irrigational areasNanshantaizi,Guhai,Yanhuanding and 2 constructing projectHongsibao,Guhai Extension irrigational areas)is located in the middle part of Ningxia.Their economic,social and ecological effect are discussed .The key problems of the new lift irrigational areas sustainable development is,sustainable agriculture(ecoagriculture)and its industrialization,ecological protection pollution prevention population control and community development.Building the frame of monitored control system of the new lift irrigational areas sustainable development and designing its index system are discussed.
