摘　　要：在分析突发性环境污染事故的概念、特征及现状的基础上,指出目前开展突发性环境污染事故的环境风险评价和应急监测的重要性和紧迫性,介绍了环境风险评价和应急监测的具体内容及其在处理突发性环境污染事故中的作用,并针对环境风险评价与应急监测中存在的问题,提出了一些建设性措施。In recent years, the emergent environmental pollution accidents have happened frequently, and the grave harm to the society has attracted extensive attention. In order to deal with emergent environmental pollution accidents, the concepts, characters and causes of emergent environmental pollution accidents are approached, as well as the concepts of environmental risk assessment and emergency monitoring, which are significant for dealing with emergent environmental pollution. The importance and urgency are indicated of the environmental risk assessment and emergency monitoring for emergent environmental pollution accidents. Meanwhile for the existing problems, some constructive ideas are proposed.
