摘　　要：城乡经济社会一体化是改变城乡二元结构、缩小城乡差距、促进城乡协调发展、实现全面小康社会与现代化的重要战略举措。实现城乡经济社会一体化是当前我国经济发展中迫切需要解决的重大课题。本文综合考虑城乡经济社会一体化建设中的各种影响因素,运用模糊综合评价理论,给出了一种新的城乡经济社会一体化建设评价方法——模糊综合评价方法。这种方法能综合考虑到影响城乡经济社会一体化建设的各种影响因素,将评价因素的各项指标进行量化处理,从而对城乡经济社会一体化建设做出科学合理的分析评价,及时发现城乡经济社会一体化建设中的不足,采取相应措施,提高政府对城乡经济社会一体化建设的科学管理水平和为制订宏观调控政策提供理论依据。Urban-rural Economy Social Integration is the important strategy act that changing Urban-rural binary structure, reducing the gap between city and countryside, promoting coordinated growth both city and countryside, realizing all-round well rich society and being modernized. Realizing Urban-rural Economy Social Integration which is the key subjects in economic growth needs be solved urgently. Based on fuzzy integrated evaluation theory, the paper analyzed the Urban-rural Economy Social Integration course in Beijing. The factors affecting the Urban-rural Economy Social Integration （TUESI）course in Beijing is considered, and its fuzzy integrated estimating theory and results are given. Finally this paper proposed a new method of TUESI estimation. According to this method, we can integrate the factors affecting TUESI and deal with the parameters and targets of evaluating factors by quantitative analysis, thus the paper gave a scientific and reasonable safety analyzing evaluation. When evaluating TUESI, we can quantize the results of experts＇ qualitative analysis, digitize inaccurate expression and handling method and decrease subjective factors, thus get rational evaluation. In the fuzzy integrated evaluation model of TUESI, the weighted value of each factor and the values of single factor evaluation matrix can be derived from the economy social in Beijing experts （or expert committee） based on the practical situation of the Urban-rural Economy Social Integration in Beijing. Therefore, the method is much more scientific and has pervasive applicability. The method widely adopts collective suggestions, decreases the influence of subjective factor and increases the creditability of obtained results. Although the model need more computation than other methods, evaluation experts only give scores and complex computation is completed by computers. Therefore, the method has strong practicability.
