中国金融资源地区分布中政府权力影响

摘　　要：中国金融资源的地区分布模式处于市场机制与政府机制共同作用的中间状态,但政府机制发挥了基础性作用。从不同行政等级层面考察金融资源地区分布的差异,揭示各级政府曾经而且仍然在中国金融资源地区分布差异形成中发挥主导性作用;且地方政府作为有限理性的主体,在对金融资源地区间的分布影响中普遍存在"政府失灵"现象。当前中国金融资源地区分布差异扩大的遏制、协调与调控,依然要靠政府的主导性推动。The regional distribution pattern of China＇s finance resource is in the intermediate state of market mechanism and government mechanism, but government mechanism plays a fundamental role. Regional distribution differences of financial resources are presented from several administrative levels provincial, city and county, and the impact on regional distribution of resources from executive power has revealed empirically. It is proved that there is ＂government failure＂ phenomenon for local government as a limited reasonable body to affect the distribution of financial resources. Therefore, China should relay on the government power to prevent the difference of regional financial resource going worse, to coordinate it and control it.
