摘　　要：推进科学发展背景下我国地方政府职能的转型与优化,应在厘清中央政府与地方政府职能定位的前提下,深入分析改革开放以来中央与地方利益关系的变迁及其对地方政府职能取向的影响;并结合我国改革与发展实际,调整和改革现有维系中央与地方利益关系的制度体系,建立起协调、规范、互利的新型中央与地方关系,从而促使地方政府职能在顺应中央宏观发展目标基础上的理性归位。In order to promote the transformation and the perfection of the functions of the local governments, it is vital that the functions of the local governments should be distinguished from those of the central government, that analyses should be conducted on the change of the relationship of interests between the local governments and the central government and its influence on the reorientation of the functions of the local governments and that the harmonious and standard relationship of mutual benefit should be established by adjusting and reforming the existing system that has sustained the relationship of interests between the local governments and the central government.
