摘　　要：从1997年亚洲金融危机和2007年美国次贷危机对我国经济的冲击来看,我国的宏观调控是滞后的,经济政策时滞过长。其主要原因是我们没有在政策的稳定性与灵活性、连续性与适时性之间求得恰当的平衡;政府的宏观经济管理部门和政策研究部门"愿意报喜不愿意报忧",在一定程度上贻误了决策时机。要提高宏观调控的科学性,保持经济稳定健康发展,建议设立一个非官方的、成员定期更换的经济政策咨询机构,建立经常性的财政政策和货币政策的协商制度和协调机制。China＇s macroeconomic adjustment has lagged behind, and time lag of economic policy has been too long since 1997. The main reason is that we do not achieve the right balance between policy stability and flexibility, continuity and timeliness; the officials in government sectors and subsidiary research institutions dare not put their own views forward in prior to the leaders, so to delay opportunity of decision making. To enhance the scientific nature of macroeconomic regulation and control, it is in need of carrying out some measures.
