摘　　要：社会主义新农村建设是我国现代化进程中的重大历史任务,必然会对我国地方政府能力建设提出新的挑战、要求和启发。加强地方政府能力建设是推进新农村建设的关键。当前我国地方政府在政策能力、服务能力、制度创新与公信力等方面存在问题,需要从政府管理理念、体制、政府公信力以及人员素质等方面提升各级地方政府能力。Building socialist new rural areas is a significant and historical task in China＇ s modernization process. And this definitely will set the new challenge, new request and new inspiration to the construction of government ability. It＇ s the key factor to build a new countryside to strengthen local government capacity - building. There are problems in local governments such as policy capacity, service capacity, the system of innovation and credibility. It＇ s necessary to promote the ability of local governments at all levels through management concept, institution, government credibility and quality of personnel.
