摘　　要：1978年越南入侵和占领柬埔寨严重危害了东南亚地区和平与安全,破坏了东盟最基本的安全规范。在共同的威胁面前,东盟成员国的安全观经历了一段磨合期,形成了一套渐趋强硬的集体立场。东盟的努力,有效维持了国际社会对柬埔寨问题的持续关注,为政治解决柬埔寨问题做出了重大的贡献。Vietnam＇s invasion and occupation of Cambodia in 1978 badly endangered the peace and security in Southeast Asia. It also violated two of ASEAN＇ s cardinal security norms. Facing the common threats, the member states of ASEAN accommodated each other＇ s view of security, strove to a common position after a running - in period. By calling and maintaining the international community＇s attention to the Cambodian problem, ASEAN made its contribution to the solution of Cambodian problem.
