摘　　要：川西南区开展水土保持监督执法相对全国一些省较滞后。列举在开发建设中表现出几种类型造成土壤流失及其危害。分析其成因，着重论述在监督执法中，宣传与舆论监督结合；争取人大、政府支持；实施制约机制；注重提高自身素质；监督与服务结合；建立机构、规范文书等方面引出思路。供基层监督执法借鉴和参考，共同推进开创水土保持监督执法工作新局面。The supervision and execution of law on soil and water conservation in the area ofsouthwestern Sichuan is a constrained system to the action of development and construction ofthe area. The forms and harms produced in the action of development and construction havebeen analysed. The experience on supervision and execution of law on soil and water conserva-tion to it to a new stage includes the combination of propagation with public supervision,win-ning over the support of the standing Committee of NPC and local government, establishingconstrained mechanism, construction of the ranks of executing law and so on.
