摘　　要：经过多年的水土保持监督执法实践，总结出了“领导重视，多方配合；宣传法规，增强意识；分类引导，耐心说服；落实‘三权’，重在巩固”的“四合一”的水保监督执法路子，牢牢把握住了“三权”，巩固了已治理成果。As a result of many years'practice in the soil and water conservation and the work ofprevention and supervision,we have summed up our experiences and found the combination ofthe four ways to supervise,prevent and conserve the soil and water,which are much attentionpaid by leaders and co-operation in many ways;propaganda for laws and regulations and raisingthe responsibilities;separative guide and patient persuasion;In implementing 'The three rights'and the important consolidation, we have strongly grasped'The three rights'and consolidatedthe attained achievements.
