摘　　要：地震是伤亡人口最多,造成社会恐灾心理最严重,对人类威胁最大的自然灾害。我国农村所面临的地震危险远高于城市,四川汶川8.0级特大地震给人们造成的巨大伤害还记忆犹新。目前农村防震减灾存在诸多问题,在社会主义新农村建设的时代背景下,防震减灾显得尤为重要,提高农村防震减灾能力是建设新农村的一项重要工作,不但关系到人民的生命财产安全,而且关系到农村的可持续发展。Earthquake disaster is the most severe natural disaster to the human beings which caused great losses of lives and huge social fears. The earthquake risk in countryside is much higher than that in city. The tremendous injuries during Wenchuan Earthquake are still remem- bered by people. However, there are lots of problems about earthquake preventing and disaster reducing in countryside. So it is very important to improve rural seismic capacities during new countryside construction which not only related to security of lives and properties but also related to sustainable development of countryside.
