环渤海区域经济一体化发展创新模式——山东和辽东半岛次区域优先发展带动战略探讨

摘　　要：本文分析了环渤海区域经济发展的现状及存在的主要问题,指出制约环渤海区域经济一体化发展的主要因素是经济圈内部的交流和联系较弱,市场开放程度小以及区域合作水平低。环渤海地区要实现一体化发展,首先要科学确定发展阶段和层次,在明确发展阶段的基础上,该文提出了山东和辽东两大半岛次区域优先发展带动战略的观点,建议将山东半岛城市群和辽中南城市群提升为国家战略,与京津冀区域统筹进行规划;建设环渤海铁路和公路通道,构筑一体化的交通体系;建设渤海海峡跨海通道,打通辽宁和东北南下的快速通道,加强山东和辽宁的经济交流与合作,加快辽宁融入环渤海经济圈的进程。This paper analyzes the regional economy development situation of the Region Encircling the Bohai Sea, thus points out that the primary restriction factors include weakness of the internal exchange and the relation, low degree of market opening and the level of regional cooperation. To get the integrated development in the Region Encircling the Bohai Sea, firstly must plan the stage and level of development properly. Then gives a viewpoint that the preferential development strategy of Shandong and Liaodong Pen- insula to promote the integration development of the Region Encircling the Bohai Sea. At last, proposes bring the Shandong and Liaodong Peninsula Urban Agglomeration into the national development strategies and eo - plan with the Beijing - Tianjin - Hebei region, construct the railway and highway encircling the Bohai Sea and build a integration transportation system, especially construct Trans - Bohai Strait Passage as a express passage to connect Liaoning and Northeast China with Southeast Coastal Areas, strengthen the exchanges and cooperation of Shandong and Liaoning, speed up the process Liaoning into the Region Encircling the Bohai Sea.
