摘　　要：在分析低轨星座卫星通信系统特点的基础上,提出一种适用于低轨星座卫星通信网络管理的体系结构,并针对管理体系中被管理终端设备的动态特性,进行了移动性管理策略的研究,设计了适用于此系统的终端设备接入认证策略和基于距离的动态位置更新策略,该策略有效地降低终端设备移动性对网络管理效率的影响。A network management framework for Low Earth Orbit（LEO） satellite communication system is proposed based on the analysis of the characteristics of LEO satellite communication system. Then the mobility management strategies are investigated based on the dynamic characteristics of terminal equipments. The strategies of call admission authentication and dynamic position updating are designed to adapt the application of terminal equipments, which can be effective reduce the effect of mobility on the network management efficiency.
