摘　　要：改革开放30年以来,中国公共行政的理论研究通过对国际公共行政理论的引进介绍和国内学者自己的探索获得了快速的发展,取得了相当数量和质量的研究成果。与此同时,中国公共行政的实践发展极为迅速。促成这种实践发展的重要因素有二:一是执政党和政府的实践努力,这是中国公共行政迅速发展的根本因素。二是来自于公共行政理论研究的推动,学术探索所提出的一些理论思考与政策建议对于改革的深化发展助益良多。但是,公共行政理论研究对公共行政实践的推动作用是比较有限的,这源于理论研究本身存在许多不足。为此,进行理性的检讨与反思以提高我国公共行政理论研究的活力与效力、增强对行政现实的解释力与指导力就显得尤为迫切。Sinee the policy of reform and open to the outside in 1978, the theoretical researches of Chinese public administration have been made remarkable progresses by introducing theories of international public administration and launching its own academic researches, and have been obtained considerable research achievements in quantity and quality. At the same time, the practices of Chinese public administration have been developed very rapidly. Many factors have caused the above important administrative development. Among them, the most important are the two factors. The basic and fundamental one is the diligent practice of the ruling party （the Communist Party of China, CPC） and the Chinese government. Furthermore, the theoretical impetus of the studies of Chinese public administration is undoubtedly another prominent positive factor; some theoretical proposals and policy suggestions have helped the practices a lot. However, the propelling forces of academic researches to the practices of public administration are quite limited because of many insufficiencies existing in the theoretical researches themselves. We need to carry on the rational review, self- criticism and reconsideration. Therefore, it is urgent for us to try to activate the vigor of Chinese public administrative research, strengthen the power of explanations for and instructions to Chinese practical public administration.
