摘　　要：我国农村社会保障制度的建设,必须发挥政府功能以保证其规范化;建立多元化的农村社会保障体系,因地制宜,分类管理;分步推进,构建多层次的农村社会保障机制;多渠道多形式筹集保障基金,提升土地保障和家庭保障的补充功能,并发挥商业保险的作用。To construct China＇s normative rural security system, it is necessary to play the government＇s function. We must establish a wide range of rural social security system, take actions that local circumstances, manage the security fund according to it＇s dassification, make forward step by step. And we must build a multi level mechanism for China＇s social security in rural areas. Moreover, we must raise security funds by all kinds of means. We should enhance the supplementary function of the land protection and the family protection. And we must play the commercial insurance function adequately.
