摘　　要：政策网络是政策工具选择的"核心环境"。要对政策工具进行正确选择,须充分考虑政策网络这一重要的现实因素,因而探索政策网络下政策工具选择的理论具有重要的意义。文章在借鉴已有模型的基础上,建构了一个综合理论模型;该模型的合理性为近年我国房地产宏观调控政策工具选择所证明。Policy network is the'core environment'in which policy instruments are selected.To make the correct choice of policy instruments,policy network,an important practical factor,must be taken into account,so it is significant to probe into the theory about the selection of policy instruments in policy network. In light of what has been mentioned above,in the article,based on using existing model for reference, a comprehensive theory model is constructed.The rationality of this model had been proved by policy instruments selection of macro control of real estate in China during the period from 2003 to 2008.
