“省直管县”改革的经济学解析

摘　　要：实行"省直管县"改革,有助于改变资源配置方式,发展壮大县域经济。但目前在改革中也遇到诸如扩权和放权的落实到位情况不乐观,省辖市对扩权县市的支持力度减弱,垂直管理部门在扩权政策中定位模糊等问题。应重点推进财政体制上的省直管县改革,配套的措施包括:明确各级政府的职责重点;下放权力,激活县级政府的发展潜力;调整和完善垂直管理体制,进一步理顺和明确权责关系;改革财政管理体制,以事权确定财权;合理核定县级行政单位的机构设置等。Implementing the reform of ＂County administrated by province＂ would help improve resource allo cation mode and develop county economy. But present reform has encountered problems such as no optimistic implementation of power expansion and delegation ; weakening the support of city for power-expanding cities and counties, obscure orientation of vertical management department in power expansion policies. Now we should pay attention to the reform of county administrated by province in financial and fiscal systems, relevant reform measures include： clarify duties of various government levels, transfer powers to lower levels, activate the potential to development at county level governments, adjust and perfect vertical management system, further arrange and clarify relations of power and responsibility, reform financial and fiscal management system, financial power determined by governance, rationally ratified the organization framework of country administration, etc.
