摘　　要：指出无标底招标是我国建设工程招投标市场发展的必然趋势,也是加入WTO后我国建设工程交易的主要方式,分析了无标底招标的优势,研究了无标底招标过程中业主的主要风险,并在此基础上提出了业主对无标底招标风险防范的措施。It pointed out that unfixed cost bidding was necessary trend of Chinese construction engineering bidding market development, which also was principal manner of construction engineering trading after China into WTO. The advantages of unfixed cost bidding were analyzed, the main risk of owner in unfixed cost bidding was studied, based on this, the owner＇s measures to prevent unfixed cost risk were proposed.
