摘　　要：民生水利以"以人为本"为核心,更加注重水资源、水利工程的社会属性和经济属性,抓住了影响我国经济社会可持续发展和构建和谐社会的主要矛盾,为民众公平分享水利发展成果提供了可靠的制度保障。研究并确认民生水利的内涵,明晰其基本理论渊源,对促进水利工作、保障经济社会可持续发展具有重要意义。探讨了民生水利发展思路产生的社会背景和科学技术背景,试图揭示民生水利的本质和内涵。The core of water for people＇s livelihood is “human oriented”, and it put more emphasis on the social and economic aspect of water resources and hydraulic engineering project. It grasps the principal contradiction that effects the social and economic sustainable development of China, so as to provide reliable institutional guarantee that all citizens share the achievement of water resources management equally. It＇s very important for improving water resources management and keeping the society sustainable development to study and verify the meaning of water for people＇s livelihood and make its basic theory clearly. This paper presented for the concept of “water for people＇s livelihood”, and its social and science＆technology background, to show its essence and meaning.
