摘 要:为应对突发事件并优化配置社会资源,利用数学模型,分析了突发事件中管理者如何影响应急产品生产企业增加产量的问题。应急产品产量增加的多寡与突发需求增长速度、企业对突发事件的响应程度,以及获取生产资源的难度有关。突发需求不同,增长方式采取的措施也不同。而企业增产,需要以生产能力储备为基础。以处置区域性突发事件为例,对于平时需求,主要由区域内企业来供应产品,管理者应促使区域内企业持有一定的生产能力储备。分析表明,管理者在运用行政手段筹措应急产品的同时,也应运用市场手段来调节企业对应急产品的生产和对生产能力的储备。To deal with emergency and to optimize resource allocation, the authorities' effects on enterprise emergency output growth were analyzed by using mathematical models. The growth of emergency output was associated with the emergency demand growth rate, the enterprise's response degree to the emergency and the difficulty in obtaining production resources. Differrent measures were required to taken for different types of emergency demand. The output increase should be based on production capacity reserve. Take regional emergencies for example, the authorities should encourage intra-regional enterprises to keep certain production capacity reserve, of which the normal supplies were mainly provided by the intra-regional enterprises. The analysis showed that, besides taking administrative measures to gather emergency products, the authorities should also use market-based mechanisms to regulate enterprise emergency production and production capacity reserve.
