摘　　要：在介绍了研究背景和意义的基础上,文章运用系统分析的思想,全面分析了新农村环境保护的主要的优势(Strength)、劣势(Weakness)、机会(Opportunity)和威胁(Threat)等因素,从加强教育、科学规划、经济发展、保障体系和制度建设等五大方面提出了新农村环境保护的战略对策。The background and significance of the study was introduced , by the system theory, the main factors on strength, weakness, opportunity and threat （SWOT） environmental protection during the socialism New Rural Reconstruction were analyzed, the strategic countermeasures of the countryside environmental protection were suggested in five aspects which conclude strengthening education, the scientific planning, economic development, the security system and the system construction.
