摘　　要：在新农村建设中,农村基础设施对于农民、农村、农业具有重要作用。由于国家的投资力度较低、集体投资能力不足,农户自主供给公共基础设施的积极性不高,我国农村基础设施投资远不能满足农村发展的需要。文章基于博弈论纳什均衡,在政府、集体和农民之间的供应公共设施的博弈关系上,分析了集体和农民的理性选择;在博弈分析的基础上,提出了政府在制度创新时,应注重调动各方的积极性,建立良好的激励机制,并完善农村的现有机制的决策。In the new rural construction, rural infrastructure plays an important role on farmers, rural areas, agriculture. Because of relatively low national investment, lack of collective investment, and the farmers＇ low enthusiasm of supplying public infrastructure, the investment in rural infrastructure can＇t meet the needs of rural development. Based on Nash Equilibrium Theory of Game Theory, this paper analyzes the rational choices of the collective and the farmers in the game, and puts forword some decision-making methods that the government should pay attention to mobilizing the enthusiasm of all parties, set up some good incentive system, and improve the existing, system in the rural areas.
