摘　　要：乡镇政府和街道办事处分设是中国基层管理二元体制外在形式,基层二元管理体制形成具有历史、现实原因,对社会经济发展产生过积极作用。在城市化背景下,乡镇政府改革应立足基层管理二元体制现状,走出"改乡为街、精乡强镇"的二元路径。Dual grass-root government system of china is exhibited by separately setting up villages and towns government and subdistrict office. Historical influence and reality needs affect the formation of dual grass- root government system, which promote the economy and social development. In the background of urbanization, villages and towns government should be reformed in dual ways, one way is to cancel the township government while establishing subdistrict offices; the other way is to simplify villages government while reinforcing towns government＇s abilities.
