经济视角下著作权合理使用的效率分析

摘　　要：本文阐述著作权合理使用效率的概念,提出图书馆在数据库开发和套录过程中及参考咨询服务中存在的侵权风险与侵权风险规避,并运用经济数学设置模型,分析信息资源知识产权中合理使用的效率,指出从经济角度准确界定合理使用范围的意义以利于知识资源有效配置。The paper present the concept of efficiency of fair use in copyright, analyze of the risk of infringing copyright in the development of database and data record , as well as in reference service in the library, based on the rule of fair use explained in legislation of copyright in china. The economic mathematical model is also set to analyze the efficiency of fair use in intellectual property rights when utilizing information resources ,by which to doctrine the confines of fair use ,thereby allocating the knowledge resources with efficiency.
