摘　　要：城市基础设施决定着城市的空间布局和人口承载能力，是城市规模的制约因素城市基础设施的投资建设主要依靠政府财政投入，政府如何根据基础设施的特点进行建设管理，发挥其最大效益，平衡城市规模和投入，需要有合适评估方法本文通过分析现状的城市基础设施建设管理的特点和城市基础设施的经济特性，介绍了基础设施和城市规模效益平衡方法。City infrastructures deternfine the city spatial layout and population capacity, How does the government carry on the construction management according to the infrastructure characteristic, exert its biggest benefit, balance city scale and investment, all of these need an appropriate method of evaluation. This article analyses present characteristic of the city infrastructure construction management and economic feature, and recommend a benefit balance method of the city infi＇astructure and scale.
