摘　　要：坚持用科学发展观统领区域高校工作全局,要全面正确地把握科学发展观的第一要义、核心内涵、基本要求、实现途径和根本方法,紧紧围绕发展"这一主题",坚持做到"两个为本",牢固树立"三个观点",切实做到"四个着力",辩证处理"十大关系",不断增强贯彻落实科学发展观的自觉性和坚定性。The administrative matters at regional universities shall be commanded with the scientific outlook on development-taking development as its essence, putting people first as its core, comprehensive, balanced and sustainable development as its basic requirement, and overall consideration as its fundamental approach development. Commanding the administrative matters should follow the principles by centering at development, holding onto putting students and teachers first, setting up the comprehensive, balanced and sustainable outlook, and emphasizing on emancipating the mind, reforming and innovating, the establishment of harmonious campus, and improving the construction of the Party, and ＂ten relationship＂ should be dealt with dialectics.
