摘　　要：开发性金融通过巨额的、持续的直接信贷扶植,有利于优化资源配置结构;通过贯彻国家宏观政策,克服市场失灵,主动引导经济发展方向;弥补市场机制配置的空白领域或薄弱环节,将金融资源投放于商业性金融不予投入或无力选择的领域,提高资源配置的效率。辽宁棚户区改造项目在融资方案、制度规范、政策优惠等方面通过开发性金融创新的运作实践,为国家利用金融工具支持和谐社会建设发展开辟了新的思路和视野。Development finance is in favor of optimizing the allocation structure of resources through vast continuous direct support of credit, overcoming market failure and guiding the direction of economic development through carrying out national macro-policies. It can make up for gaps or weaknesses of the market mechanism, invest financial resources in such fields that commercial finance could not be able to work, and improve the efficiency of resource allocation. The Improvement Project of Settlements in Liaon- ing practiced the development financial diversities in the financing solution, the system of standard, preferential policies and so on, opened up new ideas and vision for the country to support the development of a harmonious society by the use of financial instruments.
