摘　　要：自党的十六大确立城镇化战略以来,我国城镇化进程加快,城镇化水平不断提高。由于城镇管理体制改革滞后于城镇化的推进进程,在城镇发展中也出现了一些不利于城镇化健康发展的问题。促进城镇化健康发展,一方面要求通过城镇发展转移更多的农业劳动力和农村人口,另一方面要求城镇公共服务不断向邻近的农村地区延伸。China has made great progress in its urbanization process since the urbanization strategy has been set up at the 16th National Congress Report. However, there exists many problems in the development of China＇ s urbanization for the reason that the process of urban management system reform is behind schedule. The healthy development of urbanization requires that much more rural labors need to be transferred by means of urban development on one hand, and public services need to be made more widely available in rural areas on the other hand.
