摘　　要：政府信息公开可以确保公民知情权的不断满足,但同时公民隐私权被侵害的可能性也随之加大,两者间的冲突成为一个不可回避的问题。通过对政府信息公开中隐私权与知情权的内涵、保护制度,两者冲突的探讨,指出平衡两者利益,协调两者冲突的途径与方法。Government information disclosure can ensure that the citizen＇ s right to know is constantly satisfied. However, the possibility of infringing upon citizen＇ s right to privacy is simultaneously increased. The conflict between them has become an unavoidable issue. This paper, by exploring the connotation and the protection system of and the conflict between the right to privacy and the right to know in government information disclosure, points out the approach and method of balancing their interests and harmonizing their conflicts.
