强化“三总量”检查的思考

摘　　要："三总量"检查在东北、内蒙古重点国有林区开展19年来,作用显著、意义重大。系统回顾了"三总量"检查的历史和作用,论述了开展检查的重要意义,开展"三总量"检查是依法行政和贯彻落实科学发展观的需要,是在现有管理体制下保护森林资源,保证森林资源可持续经营的需要。分析了面临的形势和问题,提出了应当明确的指导思想和原则,以及强化检查的总体思路和相关措施,为"三总量"检查工作的科学化、制度化和规范化进行了有益的探索。Significant results have been achieved since the ＂Three Total Volumes＂inspection was started in the northeast and Inner Mongolian Rey state-owned forest areas 19 years ago. In this paper, the ＂Three Total Volumes＂ inspection process and role were systematically reviewed and its important significance was stated. It was pointed out that the ＂Three Total Volumes＂ inspection was to meet the needs of excercising administration by law and implementing the scientific development concept, and to meet the needs of protection and sustainable management of forest resources under the current management system. Besides, this paper also presents an analysis on the current situation and existing problems, and puts forward relevant guiding principles and ideas and measures for improvement as well.
