我国地方政府治理结构的探讨

摘　　要：地方政府治理结构是政府在履行职能过程中的一种制度安排,我国地方政府治理结构是一种科层制结构,并且上下级政府间形成"多任务委托—代理关系",这也使我国地方政府治理面临困境,如地方政府职能错位、行政成本膨胀等。对现行治理结构进行优化可从以下几方面入手:合理划分各级地方政府事权与财政关系;加强同级政府的横向委托代理关系;合理划分各治理主体的治理权限。Local governmental structure is a systemic arrangements in the process of performing its functions. The local governmental structure in our country is a bureaucratic structure, and there is ＂multi-task entrusted-agency relationship＂ between the higher level government and the lower level government. All these make local governance face difficulties, for example, the dislocation of local government functions and the expansion of administrative costs. To optimize the existing governance structure, we can start from following aspects： reasonably dividing relations in governmental powers and financial organ at all levels; ment at the same level; reasonably dividing the governmental strength authority ening the lateral-agency relations of govern in different governance subjects.
