信息租金抽取与南水北调东线工程水运营管理模式探析

摘　　要：基于委托代理理论,分析了南水北调东线工程水资源管理中委托代理双方在信息对称与不对称下的资源配置效率问题。结果表明:在不对称信息下,存在供水部门将提供给用水户的本地水谎称是外调水以收取较高水费的可能,导致用水户为了减少用水费用而少用或不用外调水,从而影响了调水工程的效益。为了提高南水北调东线工程的经济效益,必须消除委托人与代理人之间的信息壁垒,对流域水资源与区域水资源进行统一管理,设置两级管理单位,将管理主体组织结构扁平化,以降低委托代理双方之间的信息差距。Based on the principal-agent theory,the efficiency of water resources allocation under the principal's and the agent's symmetry and asymmetry of information in the East Route of South-to-North Water Transfer Project was analyzed.The results show that under the asymmetry of information,the water supply departments will supply the local water to the water users in the name of transferred water so as to get high fees,the water users will use less or stop using transferred water to save water cost,accordingly,it will have a great impact on the benefits of the water transfer projects.Therefore,the information gap between the principal and the agent must be eliminated to raise the economic benefits of the East Route of South-to-North Water Transfer Project.The unified management between the whole and local water resources should be implemented,and the flat management organization based on the two-level management units should be established so as to reduce the difference of information between the principal and the agent.
