摘　　要：服务型政府建设是我国现阶段行政体制改革的重要目标选择。政府与非政府组织趋同的价值目标、以"参与、共治、合作"为核心的治理理论、政府与非政府组织的比较优势和非政府组织在社会生活中所发挥的日益重要的作用,为政府与非政府组织的良性互动提供了价值、理论和现实的基础。正是存在这些基础,在构建服务型政府的进程中,政府与非政府组织完全可以通过建立健全有效衔接、互助、互补、互相监督等机制,进行良性互动,进而推动服务型政府建设目标的顺利实现。Building a service - oriented government is one of important target selection of administrative system reform of China at present. The convergent value targets of government and non - governmental organizations, the core governance theory as ＂participation, co- governance, and cooperation＂, the government and NGO comparative advantages and the increasingly important role which non -governmental organizations plays in the social life, provide the value, theoretical and practical foundation of positive interaction for government and non - governmental ties and mutual supervision in the process of the building of a service - oriented government so as to promote the building of service - oriented government goals smoothly.
