摘　　要：高清电视的发展应该在具备一定的条件下进行,统一的规划和指导以及一些必要的标准和规范应该尽早制定,只有这样才能使得高清电视科学、有序、协调、稳定地向前推进。Promoting HDTV is the inexorable trend of social development and technology progress. It is the inevitable choice to meet spiritual and cultural needs of people under the historical conditions. It is also the unshakable responsibility to the radio and television industry. How to realize transformation from SDTV to HDTV scientifically, orderly and steadily is the problem we all consider. This paper analyses several problems in promoting HDTV at present, and emphasizes that with an unified standard and specification, HDTV will develop scientifically, orderly, harmoniously and steadily only under the direction of scientific development plan.
