摘　　要：我国传统的经济发展是一种"以物为本"的发展模式。这种"以物为本"的传统经济发展模式是通过高投入和扩大规模的路径来实现,以高成本和低效益、较大的经济波动性、生态环境严重破坏为基本特征。在中国21世纪经济发展的实践中,要通过行政体制创新、经济体制创新以及体制的综合创新来实现由"以物为本"的传统发展模式向"以人为本"的现代新型经济发展模式转型。China＇s traditional economic development is a kind of ＂material-centered＂ development. It is realized by high-input and large-scaled operation, featured as high cost, low benefit, wider economic fluctuation and destruction of ecological environment. In the 21st century, China should realize the economic transition from ＂material-centered economy＂ to ＂human-oriented economy＂ through administrative system innovation, economic system innovation and the comprehensive innovation.
