摘　　要：实现基本公共服务均等化是城乡统筹的重要内容。作为政府履行社会职能的经济基础,公共财政在促进基本公共服务均等化过程中发挥着关键作用。然而,现行财政体制的内在缺陷直接导致我国基本公共服务供给地区不均、城乡失衡。因此,必须通过扩大财政投入、优化支出结构、完善转移支付制度以及调整政府间财政关系等措施,对现行财政体制进行系统改革,建立有利于实现基本公共服务均等化的公共财政体制。Equalization of basic public services is an important content of urban-rural integration. As the economic basis of government macro adjustment, public finance plays an important role in promoting the equalization of basic public services. However, a series of internal shortcomings of current public finance system results in the unequal allocation. Therefore, it is necessary to build a new public finance system that appropriates basic public services.
