科研院所绩效评价方法初探

摘　　要：本文提出了一种独立科研院所绩效评价的方法。该方法将科研院所分公益性和开发性两大类,采用3个层次的23个指标对其运行绩效进行评价,评价方法具有科学合理、客观真实、简便易行的特点。This paper developed a method of evaluation of achievement & effect of independent research institutes & academies. At first,institutes & acadmies can be divided into two types,i.e. public beneficial one and developmental one. Then,23 index from 3 levels are used to evaluate the achievements & effects. With this method,a scientific,rational and objective result can be achieved. The method is easily applied.
