摘　　要：本文从建立卫生应急工作评估指标体系的研究目的、研究方法、研究步骤、研究路线、技术关键点以及建立评价指标体系过程中的主要问题等6个方面对卫生应急评价指标体系构建研究的设计进行了概述。旨在以卫生应急体系建设为切入点,着眼于最大限度地发挥评估指标体系的导向功能、改进功能和提高建设功能,采用层次分析法、德尔菲法等多种综合评价的方法,遵循"导向性、可比性、可行性、全面性、前瞻性、激励性"原则建立一套科学、合理、系统的卫生系统卫生应急工作综合指标评估体系。The paper carry on the research design outline of the setting up the health emergency performance assessing index system from six aspects of the research goal,the research step,the studied route,the technical key point and the main question in the process and so on It Is for the purpose of take the health emergency system construction as the breakthrough point,focuses in maximum limit displays the appraisal target system the guidance function,the improvement function and the enhancement construction function,uses many kinds of quality synthetie evaluation method of the analytic hierarchy process,the Delphi method and So on. Abide by the principle of ＂the explorative,the comparably, the feasibility, the integrity, fore- sightedness, the excitability＂, to establish a set of science, reasonably, the sanitation system health emergency performance assessing index system.
